VBC: Fined for public tender offer violation in securities


On 08/01/2013, State Securities Commission of Vietnam received explanation of Mrs. Pham Nguyet Minh. After reviewing, SSC had opinion as follows:
- Mrs. Pham Nguyet Minh purchased 163,200 shares of Vinh Plastic and Bags JSC on 25/08/2011, which change rate of shareholding of Mrs. Minh and connected person (Mrs. Vu Thi Duoc – mother of Mrs. Minh) from 23.7% to 29.2%. However, Mrs. Minh did not carry out the procedure of registering public tender offer. Thus, she violated regulation at point a, clause 1, article 32 of Securities Law and at point 1.1.a clause 1 section II of Circular 194/2009/TT-BTC on 02/10/2009.
- According to explanation of Mrs. Minh and opinion of Vinh Plastic and Bags JSC on Dispatch No. 468 on 07/01/2013, SSC prompted strictly and request Mrs. Minh to compliant with law on securities and stock market. If this violation is repeated, she will be be severely dealt under law.
