New push for export zones

Promotion of investment opportunities in industrial and export-processing zones in the northern provinces is the hot topic at a two-day conference which begins today in Bac Ninh Province.

The northern region, already home to 76 IZs and EZPs, boasts investment advantages over other regions due to significant existing infrastructure and adequate land space, according to Tran Ngoc Hung, deputy director of the Industrial and Export Processing Zones Management Department under the Ministry of Planning and Investment.

Hung also highlighted well-trained workforce and quality transport systems as advantages the region held over other localities.

Many zones, including Thang Long, Pho Noi, Que Vo, Dai An and Dinh Vu, have already attracted large projects in key sectors such as heavy industries, automotive and hi-tech, proving the investment potential within these zones.

With these advantages to market, authorities in northern localities are determined to attract more investment into their IZs and EZPs, vowing that they will continue to combat the difficulties that face investors. Top priority would be given to streamlining administrative procedures and speeding up land clearance.

Head of Bac Ninh's industrial Zone Management Board Vu Duc Quyet said that the province attached much importance to marketing and promoting investment, considering these activities as the core of the development of successful industrial zones.

In order to do this, Bac Ninh had gone the extra mile to not only lure investors into its zones, but also support them in the implementation and expansion of projects, he said.

The 15 IZs within the province had attracted 345 projects worth a combined US$2.81 billion to date, Quyet added.

A new Government plan to boost development in IZ's through 2015 aims to lure 6,000 projects for an investment of $36-39 billion, according to the department.

The Government wants to attract enough investment to lease all the land in existing industrial zones by next year. It also aims to establish new zones on an additional 15,000-20,000ha.

The plan would regulate expansion of existing zones, allowing those with at least 60 per cent occupancy to expand acreage. It would also provide for the development of essential waste water treatment facilities.
