Makeover plans for rural areas ‘ticked'
Prime Minister Nguyen Tan Dung has approved a plan to develop "new" rural areas by 2020 that seeks to improve their economic and social standards while preserving national cultural values.
The Ministry of Agriculture and Rural Development has successfully piloted the programme in 11 communes around the country.
The new model will develop agriculture and seek to enhance the role of the community.
It underscores the importance of a number of issues like construction planning, infrastructure development, improving incomes and reducing poverty, improving productivity, healthcare, education, and training, supplying clean water, and protecting the environment.
Truong Tan Sang, permanent member of the Party Secretariat, said among the most important goals were upholding the vital role of the community and expanding the model to the national level.
The programme targets raising 20 per cent of rural communes to the new standard by 2015 and 50 per cent by 2020.
Funds for the programme will come from the central and local governments besides other sources like credit, businesses, co-operatives, communities, and others.
Deputy Minister of Ministry of Agriculture and Rural Development Ho Xuan Hung said the pilot programme saw the money being used effectively.
The ministry is set to work with other ministries and agencies to draft regulations and strategies for the programme.
