Vietnam, France discuss public purchases

A two-day seminar on public purchases is being held in Hanoi on June 9-10 to improve the efficiency of policies and plans for public procurement in Vietnam.

At the seminar, experts from France , a country that has been conducting widespread reform in public purchasing management, and officials from the relevant Vietnamese ministries and agencies shared their experiences and discussed ways forward for Vietnam .

The seminar was initiated by the French Agency for Assistance to the Development of Exchange of Economic and Financial Technologies (ADETEF) in coordination with the Vietnamese Finance Ministry.

Vietnam is a developing country and the demands for public purchases by State-owned agencies represent a high proportion of the country’s wealth, mainly national security and defence, education and training, health care, science and technology, culture, sports and administration.

A more effective management of public purchases will help to improve the management of public properties and also prevent corruption and waste.

In that spirit, Vietnam from 2006 has upgraded its legal system on public purchases by issuing a number of laws such as the laws on bidding, management and the use of State properties, thrift practice and waste and corruption combat.

In order to effectively fulfil all these demands and ensure openness and transparency, as well as modernising properties to meet people’s demands, since early 2008 the Government has applied, on a trial basis, a model for purchasing properties and commodities in large quantities while ensuring value for money in 13 ministries and localities.

In mid-January, the Bidding Management Department under the Ministry of Planning and Investment began a project to develop a trial e-government procurement system supported by the Korean International Cooperation Agency (KOICA) in order to set up a core system for online bidding along similar lines as the Korean Online E-Procurement System (KONEPS) which has recorded a lot of success in the Republic of Korea.

The model is being tested out by Hanoi People’s Committee, the Electricity of Vietnam (EVN) and the Vietnam Posts and Telecommunications Group (VNPT). It then will be applied in ministries, ministerial-level agencies and State-owned businesses in 2009-2010 before being expanded to all economic sectors nationwide.
