Cabinet leader takes drastic measures to prevent economic recession

Prime Minister Nguyen Tan Dung has asked all ministries, services and localities to continue introducing urgent measures to prevent the economic recession, maintain economic growth and ensure social stability.

The PM made the statement at the government’s regular meeting in Hanoi from May 4-5.

He asked the Ministry of Planning and Investment and the Government Office to sum up a number of proposals after cabinet members had reviewed how different localities had implemented the government’s Resolution No. 30/2008/NQ-CP, which is aimed to prevent the economic slowdown, maintain economic growth and ensure social welfare.

The PM said that all ministries and localities should continue carrying out social policies such as housing for the poor, students and workers in industrial zones, while accelerating administrative reforms and combating corruption.

He then asked ministries and localities to ensure the prevention of floods and diseases, especially any outbreak of influenza A/H1N1.

Concluding a report on the implementation of the government’s resolution on the government’s action plan to implement the resolution of the Party’s Central Committee on major policies for rapid and sustainable economic development after Vietnam had become a member of WTO, the PM stressed that joining the WTO  was the right way for the country to go, under the leadership of the Party and State.

International economic integration must be closely combined with building an independent economy, ensuring progress, social equality, poverty reduction and maintaining social security, the PM said.

He stressed that after being in the WTO for two years, Vietnam had obtained some initial positive results, reflecting a high economic growth. During the current global financial crisis and economic downturn, Vietnam is one of only 12 countries to maintain its economic growth, he added.

Vietnam has maintained a stable macro-economy, a safe banking, insurance and financial system and ensures social security, giving the people confidence after the country joined WTO, the leader said.

Also at the meeting, the government heard, discussed and commented on the assessment of the socio-economic situation in April and the first four months of the year.

The Cabinet agreed that under the leadership of the Party Central Committee’s Political Bureau and the government with their timely instructions and efforts by the ministries, localities and public, the country has made some positive changes in almost every economic sector.

The value of industrial production has continually increased over the past three months and rose by 5.4 per cent in April compared to the same period last year. The agricultural, forestry and fisheries sectors developed stably and made a number of achievements and services have improved.

Noteworthy is the increase in the consumer price index in April with only a 0.35 percent rise compared to the end of last year.

Another positive factor for the economy is the restoration of monetary and credit activities.

At the meeting, a report by the Minister of Industry and Trade, Vu Huy Hoang, highlighted 12 tasks in the government’s action plan. They include disseminating information about the WTO;  law making and the building of institutions; administrative reforms and raising the efficiency of external activities and international economic integration; education, training and human resource development; agricultural modernisation and rural development; implementation of the social security policy; environmental protection and sustainable development; protection and development of national cultural values; and maintaining security and national defence.
