Korean-invested enterprise found crippled with debts

On October 21, the HCM City Department of Labour, War Invalids and Social Affairs sent a dispatch to the city’s authorities, reporting on the case of the Korean-invested enterprise owing salaries to workers and social insurance to the state.

A series of violations found

The 100% Korean-invested enterprise is Vina Haeng Woon Industry, which has headquarters at No 3/5 Ho Hoc Lanh street, ward 16, district 8, HCM City. The enterprise’s General Director is Noh Yeon Hong, South Korean nationality.

The enterprise has been operating under a licence granted by the HCM City People’s Committee in 2003, specialising in making garment products. The number of workers was 680 by the end of September 2008.

The report by the department said that during its operational time, the enterprise many times violated the law. It regularly owed salaries and social insurance to its staffs, did not obey labour policies (did not sign labour contracts, did not pay social insurance, did not register payroll and pay levels with state management agencies).

On August 15, 2007, a department inspection delegation announced an additional violation of Haeng Woon Industry (it had not paid social insurance for 886 workers at that time) and released a decision to impose the fine of VND20mil on the company.

Trying to escape from debts?

General Director Noh Yeon Hong on September 17 told workers to halt production because of no orders, and asked them to come back at 4 pm on October 20, 2008 to receive salaries. However, the General Director did not show up as promised.

A report from the personnel division of the company shows that the leaders of the company owe VND8bil to date.

The sum includes back social insurance (VND2bil), salaries of September and several days of October (VND4bil), workshop premise leasing fees (VND1.3bil) and other services (VND630mil).

The HCM City Social Insurance has filed a suit against Vina Haeng Woon Industry at the District 8 People’s Court, which is considering the case.

The HCM City Department of Labour, War Invalids and Social Affairs has sent a dispatch to the city’s Exit and Entry Management Agency, asking it to temporarily prevent Mrs Noh from leaving the country.
