Vietnam’s ICT outlook brightens

Almost all indexes of Vietnam in the world ICT 2008 ranking increased by 3.0, bringing the country into the middle of the ranking list, a considerable advance for Vietnam’s ICT industry, said Deputy Chairman of the Vietnam Association for Information Processing (VAIP), Dr Le Truong Tung.

The Vietnam ICT Outlook 2008 report released on Tuesday, July 15, 2008, in HCM City showed that the World Bank rated Vietnam’s Knowledge Index (KI) and Knowledge Economy Index (KEI) at 3.17 and 3.27 respectively, ranking 96 out of 140 countries.

Dr Le Truong Tung, who classified the country’s annual report, said he was impressed by the increase of 16 steps in Vietnam’s E-Government ranking, 91st compared to 105th in 2005, issued by United Nations Public Administration Network (UNPAN). “This is a fruit of Vietnam’s e-government process. The government has properly acknowledged the critical role of e-government in the development of economy and society and has chosen the right way to go further, although it is a little bit late after the failure of the country’s 112 project,” he said.

Among the three categories comprising the e-gov ranking, Vietnam’s Web Measure Index reached 0.4448, a 100% surge over the year 2005, the biggest increase compared with the other categories of Telecommunications Infrastructure and Human Capital Indexes.

“The increase of the Web Measure Index is a good sign for us. Over the past few years, the increase appeared to be only virtual. This year UNPAN rated the Web Measure Index highly upon the content provided rather than the number of existing websites in governmental offices. Vietnam’s Ministry of Information and Communications has also recently gone that way,” said Dr Le Truong Tung.
