Poor planning slows residential upgrades

Urban areas throughout the nation now have more than 3 million square metres of residential buildings that are more than 18 years old, a recent survey by the Department of Housing shows.

There are some 100,000 households living in these buildings, says the department, which comes under the Ministry of Construction.

Ha Noi has some 23 old residential quarters with a total floor area of 1 million square metres, containing more than 30,000 households.

HCM City has 610 old residential quarters and buildings built before 1975 with a total of 1.5 million square metres and 33,000 apartments, of which more than 200 buildings had been condemned but were still home to 10,000 households.

These buildings were mainly invested in by the Government or socio-economic organisations, or were left over from before the fall of the Sai Gon regime in 1975.

After two years since improvement work began on these buildings, Ha Noi had only been able to start work on eight of the 38 residential buildings and one of the 18 old residential quarters.

HCM City had begun upgrading six residential quarters with 712 households.

Other localities like Hai Phong, Quang Ninh and Nam Dinh were slower to upgrade old residential buildings.

The main reasons for slow progress were lack of synchronisation in planning upgrades and that many old residential quarters were located in centres of cities, thus restricting planning relating to permitted areas and resident densities.
