Workshop discusses competitive power market
The Electricity Regulatory of Vietnam and PB Associates Consultancy Company of New Zealand jointly held a workshop in Hanoi on July 9 to discuss regulations for a competitive power market in Vietnam.
Do Huu Hao, Deputy Minister of Industry and Trade, said that such a market will help the power sector remedy shortcomings which until now have prevented it from attracting investment or supplying consistent power.
In the long run, he said, a competitive mechanism will be applied to all stages, from power transmission to power wholesaling and retailing to help the sector develop in a sustainable manner, ensure an adequate supply and offer prices at more reasonable levels.
He insisted that these regulations are of paramount importance to the power sector, affirming the government’s policy of developing a competitive power market in Vietnam. They will govern all transactions in the market with the aim of turning electricity into a commodity.
Experts from PB Associates presented a detailed design for the draft regulations indicating the relationship between these regulations and others necessary for the operation of the market.
After the workshop, the Electricity Regulatory of Vietnam will finalise the draft regulations to be submitted to the Ministry of Industry and Trade for consideration and final approval.
Vietnam plans to establish a competitive power market sometime between 2010-2011.
