PSP required to report on salary payment via bank accounts

The Governor of the State Bank of Vietnam (SBV) issued Document No.4766/NHNN-TT on June 24, requiring payment service providers (PSP) to report the implementation of Instruction No. 20/2007/CT-TTg and Instruction No.05/2007/CT-NHNN on salary payment via bank accounts for public employees.

Under the document, the SBV requires payment service providers to update data and to report their implementation of Instruction No. 20/2007/CT-TTg of the Prime Minister and Instruction No.05/2007/CT-NHNN of the SBV Governor in the first half of 2009. At the same time, the providers shall have to report on the implementation of the instructions stipulated in Document No. 2345/NHNN-TT dated April 3rd, 2009 of the SBV on the second phase implementation of Instruction No.20/2007/CT-TTg; the oversight of their ATM networks; marketing and customer guidance; system security; and the results of tackling technical problems of ATMs and addressing customers’ complaints.

In addition, the SBV requires the payment service providers to list the added services of the bankcards, and coordination with service and trading units in further developing payment applications via cards and POS.

The reports should also include such issues as the operational quality and efficiency of ATM networks in the interconnected system with the Vietnam National Financial Switching Joint-Stock Company (Banknetvn) and the Card Service Joint-Stock Company (Smartlink), and the duration of addressing customers’ complaints related to this interconnected system.

The payment service providers are required to submit their reports to the SBV Payment Department by July 10th, 2009
