Letter by SBV Governor on SBV founding anniversary
H.E. Nguyen Van Giau, Member of the Central Committee of the Communist Party of Vietnam and Governor of the State Bank of Vietnam (SBV), has sent a congratulatory letter to the staff of the whole banking sector on its 58th founding anniversary (May 6,1951- May 6,2009). Following is the full text of the letter.
Dear comrades,
Fifty eight years ago, President Ho Chi Minh signed Decree No. 15/SL on May 6, 1951 to found the Vietnam National Bank, the predecessor of the State Bank of Vietnam today. This was a great event vis-à-vis the development of the banking sector in particular and the nation in general. On the occasion of this founding anniversary, on behalf of the SBV Communist Party Committee and the SBV Management Board, I would like to convey my best wishes to all the staff who have worked and are working in the banking sector.
In the whole process of national struggle and construction, the banking sector has always been among the leading entities in actively serving the cause of national liberation and renovation (Doi Moi) and economic development as well. All the generations of staff of the banking sector have untiringly strived to gradually strengthen and develop the banking sector through all periods for the ultimate goal of the health of the sector and the interest of the people and the nation.
Looking back at the past years, I can say that this is a path of renovation full of advantages but also of innumerable difficulties and challenges for our socio-economic stability and development. In 2008 and early 2009, our national economy, first and foremost financial and banking operations, has faced adverse impacts of the global economic and financial crisis. In face of complicated and unforeseeable national and international economic development, the banking sector has played an important role in making recommendations to and actively implementing the macro-economic management solutions of the Government, thereby contributing to controlling inflation and preventing economic downturn. In order to contribute to meeting the goal of proactively mitigating economic decline, stabilizing macro-economy, and ensuring proper and sustainable economic development and social protection, the whole banking sector has been managing monetary policy instruments in a flexible manner and taking measures of banking stability in a consistent way; and decisively and promptly implementing with ultimate outcomes the interest rate support policy vis-à-vis institutional and individual borrowers to overcome difficulties, reduce the cost of production and maintain their production, business and employment.
Comrades,
In the coming years, the banking sector will aim its operational goal at the socialist-oriented market mechanism in line with international practices and standards, thereby contributing to macro-economic stability and better service of the national socio-economic development. The improvement of the legal framework will be accelerated to meet the requirement of renovation of the banking sector in the context of international integration. The credit institutions should be restructured to develop a safe and sound, and universal financial sector with high efficiency and competitiveness in the region and elsewhere. These goals and directives are truly the wills and aspirations of the present banking generation who wish to follow up the 58-year heroic tradition of the banking sector in the new stage. By bringing into full play this glorious tradition, it is my belief that with united efforts and shared will of the whole banking sector, we will continue to be able to surmount all the existing difficulties and obtain greater and greater achievements in the new revolutionary stage of the nation, hence accelerating the healthy and solid development of the banking sector.
On the occasion of the founding anniversary of the banking sector, I would also like to express my respect and gratitude to the preceding generations who used to work with due diligence for the glorious tradition of the sector. Allow me to convey my greetings and best wishes to the veteran officers of the banking sector, to the relatives of the martyrs, to the invalid and sick retired bankers, and the various banking generations who have been working in the banking sector and closely associated with the glorious development of our beloved banking sector over the past 58 years.
In conclusion, I would like to wish you all and your families the best of health, happiness and success.
