Firms must ensure websites comply with law

The Viet Nam Commerce and Information Technology Agency (VECITA) has told enterprises engaging in e-commerce to ensure their websites meet legal stipulations.

VECITA has also advised the firms to choose reliable traders to participate in their online transaction floors.

The number of enterprises with websites has been increasing rapidly over the last few years and many websites are also integrating online interaction applications.

Fifty commercial websites have been closely examined by VECITA to see if their contents were in accordance with the law, and most failed to provide sufficient information.

The study showed many websites do not publish information on business registration certificates as well as the site owner on the home page.

They have also failed to publish policies on using and protecting their customers’ private information; and only 38 per cent taking online orders and just 4 per cent accepting online payment.

Many other requirements such as particular transaction terms, delivery time, delivery method, price structure and other things are not published fully.

Duong Hoang Minh, VECITA deputy director general, said that these violations seemed to be rooted from ignorance of the law rather than deliberate intent to break it.

VECITA was making efforts to help companies provide enough information required by the rule by holding worshops and disseminating relevant information.

Building trust

Tran Huu Linh, deputy director general of VECITA, said besides building professional websites, enterprises needed to focus on concerns of customers, including the quality of goods, the safety of payment method, the reasonableness of price and the reliability of sellers.

Some websites were selling goods at unacceptably high prices, Linh said.

Linh said to create a favorable environment for online business, the Centre for E-commerce Development (EcomViet) under the Ministry of Industry and Trade and the Viet Nam e-Commerce Association (Vecom) carried out TrustVN Programme which assesses trusted e-commerce websites in Viet Nam and verifies them with trust mark.

"Customers can buy online goods from websites with a TrustVN logo", Linh said.

A representative from Vinagame, a game publisher and e-commerce company, suggested that to boost customers’ confidence in e-commerce websites and traders, a person who wants to participate in an online transaction be required to have a certificate like brokers in the real estate industry.

Nguyen Ngoc Dung, representative chief of Vecom in HCM City, agreed with the suggestion, adding that such certification would boost customers’ confidence, especially during a time when e-commerce in Viet Nam is in its nascent stage.
