50,000 pairs of IDs have same numbers

The General Department of Taxation (GDT) has discovered 100,000 tax payers in different localities are now using identity cards (ID) which have the same numbers as others. The trouble has been hindering the tax identity number (TIN) granting process.

Under the current laws, an ID is a compulsory document for an individual to make declarations to the tax agency.

By the end of April, in Ba Ria-Vung Tau province alone, 500 cases of coinciding ID numbers had been discovered in the three months of the TIN granting process.

The HCM City Tax Agency also said that when its staff enters the data of taxpayers into the system, they see one in every several hundred people has the same ID number as someone else.

The trouble has hindered the TIN granting process, because the system does not accept the coinciding numbers. As a result, tax agencies and taxpayers have to contact the police to clarify the cases, which means that they have to fulfill many other formalities.

The same situation has also occurred with the Dong Nai Taxation Agency. The agency explained that the reason for the coincidence in ID card numbers could date back 30 years ago.

In 1979, when the special zone of Vung Tau-Con Dao was established, which was split from Dong Nai province, the Ministry of Public Security allowed the police of the special zone to grant ID cards with numbers from 271450001 to 271500000. Meanwhile, the police of Dong Nai province used the numbers for ID cards granted to local residents in the province.

In order to deal with the problem, tax agencies have to apply a flexible solution, under which additional characters are added to differentiate between people. After that, tax agencies will have to work with the police to verify cases.

While building up the process of tax declaration and management, many experts have suggested using identity card numbers as the TIN which can help reduce expenses for tax agencies and people.

However, a leader of the General Department of Taxation said that ID card numbers and TIN are put under two different management agencies, while the two agencies still do not have relations in terms of management and use. Moreover, the Ministry of Public Security still do not have a concentrated management system, resulting in the overlapping of ID card numbers.

Under the current laws, a person will be granted a new ID card number if he losses his ID card, but TIN will not be granted again. Moreover, ID cards are granted to all subjects older than 15 years old, while TIN can be granted to all people who have taxable incomes.
