EU completes technical aid to ministries

The European Technical Assistance Programme for Vietnam (ETV2), a technical assistance umbrella programme funded by the European Commission in cooperation with the Government of Vietnam, has been successfully completed, according to the Ministry of Planning and Investment.

The 11,034,800 euro (14.47 million USD) project provided technical assistance and support toe the ministries of Finance, Planning and Investment, Science and Technology.

These ministries are central to the Government’s current drive for reform within the framework of the 2001-10 socio-economic strategy and the Government’s Comprehensive Poverty Reduction and Growth Strategy (CPRGS).

The programme, launched at the end of 2005, comprised six components. Component 1 focused on fiscal policy and legal advisory services, which worked to improve the capacity of the Ministry of Finance for raising domestic revenue within a market economy for the State budget. It also provided support for strengthening policy-making capacity.

Component 2 focused on training for implementation of the personal income tax.

The purpose of Component 3 was to enhance the General Department of Customs’ policy-making, administrative and operational capacity in respect to trade facilitation and compliance. Component 4 dealt with accounting, auditing and insurance.

Component 5 focused on statistical analysis and policy tools, with the aim of improving information and data management, monitoring and the analysis and forecasting systems. It also helped to improve decision making and human resource skills within the Ministry of Planning and Investment.

Specific objectives of Component 6 were to assist the Directorate for Standards and Quality in completing its implementation of the Measurement-Standards-Testing-Quality (MSTQ) practices.

This component also provided assistance to the Ministry of Agriculture and Rural Development in the required updating and improvement of the National Fisheries Quality Assurance Directorate (NAFIQAD), and synchronising the above in order to get a reliable MSTQ system and an improved and durable degree of confidence.-Enditem
