HCM City companies owe $3.5mil in social insurance

Seventy-four companies in HCM City owe more than VND57 billion (US$3.5 million) in social insurance premiums, according to a report released by the HCM City Social Insurance Agency (SIA) at a meeting on Monday.

Speaking at a meeting on social insurance premium debts, Nguyen Dang Tien, head of the SIA Inspection Office, said 32 of the 74 companies in debt owed more than VND500 million ($30,300) each.

Most of them are foreign direct investment companies.

Topping the list is South Korea-based Kwang Nam Shoes Company in Phu Nhuan District, which owes more than VND7.2 billion ($436,000). Close behind are Anjin Shoes Company, which owes VND6.2 billion ($375,000); Sai Gon Garment Company No 2, VND6.2 billion ($375,000); AMW Viet Nam Co, VND2.7 billion ($166,000); and Duc Quan Garment Company, VND2.3 billion ($140,000).

In June, Kwang Nam Shoes become the first company in Vietnam taken to court for delinquent payments to SIA.

It was more than VND7.2 billion overdue in social insurance contributions from 2003 until May 2008. The company was ordered to pay the debt by September 19 by Phu Nhuan District's People's Court.

However, SIA only received VND500 million ($30,300) in a bank transfer from Kwang Nam Shoes on Monday, said Tien.

SIA is proposing relevant agencies force the company to pay the rest of its social insurance debt via three measures: prohibiting the South Korean director of Kwang Nam Shoes from leaving the country until the debt is paid; prohibiting the export of the company's products; and evaluating company assets to compel the company to adhere to the court's decision.

Anjin Footwear Co, Lucky Viet Nam Co and Vina Haeng Woon Industry Co. are also being taken to court by SIA for not paying social insurance premiums for their employees.

SIA manages 27,619 companies that pay social insurance premiums for a total of 1.4 million employees. Only 46 per cent of the companies make those payments on time.
