State bank loses agency head
A senior official of the State Bank of Vietnam (SBV) submitted his resignation yesterday, quoting personal matters and his interest in a more suitable job.
The demand for banking sector human resources is hitting even the central bank, that can only employ qualified, experienced experts.
In his resignation, sent to leaders of SBV, Head of the Agency for Banks and Non-Bank Institution Agency Kieu Huu Dung said he will resign his post at the SBV as of early January 2008 to arrange family affairs and seek a suitable new job.
Dung began working at the SBV in 1992, at the International Cooperation Agency. In 1998, he was appointed Vice Head of this agency. Three years later, he went abroad for business and then returned to SBV in 2003 as the acting Head of the Agency for Banks and Non-Bank Institutions.
The Agency for Banks and Non-Bank Institutions is SBV’s think tank, emphasis on joint stock banks and non-bank credit institutions. This agency’s role is even more vital after the central bank, for the first time in ten years, permitted the establishment of new joint stock banks. The agency is responsible for evaluating applications and acting as an advisor to the licensing council.
The establishment of new joint stock banks, financial and securities companies and investment funds, plus the expansion others’ networks, has further limited the number of available banking professionals.
So far this year, nearly 100 experts at the central bank moved to the private sector and Dung is the first agency head to resign.
Dung is being considered by several joint stock banks, but according to regulations, only after not working for the central bank for two years can members of the Agency for Banks and Non-Bank Institutions work directly in the banking business or work for commercial banks and financial companies.
