Officials to receive training in ODA management
A dozen training courses, focusing on the implementation and management of ODA, will be organised for officials from provinces and cities across the country during the first half of this year, according to the Ministry of Planning and Investment (MPI).
These courses aim to develop a contingent of professionally capable ODA officials and raise local authorities’ capacity for effectively disbursing ODA capital to suitable projects.
The training programme forms part of the Comprehensive Capacity Building Programme for Strengthening ODA Management (CCBP), funded by the Japanese Policy and Human Resources Development Fund (PHRD) and the Like Minded Donor Group (LMDG).
The MPI said that the trainees will include officials responsible for the management of ODA, as well as members of the managing boards of ODA programmes and projects.
The 12 training courses will be held in Vietnam’s major cities, with the first two courses taking place simultaneously in central Da Nang City from Feb. 16-21. The lecturers will come from the MPI, the CCBP programme and the Japan International Cooperation Agency (JICA).
The trainees will be taught about ODA project management and implementation. They will also exchange views on the difficulties experienced by local authorities in implementing ODA projects.
According to the MPI, capital disbursement of ODA projects in Vietnam has improved over recent years. Between 1993-2008, more than 22 billion USD for ODA projects was disbursed, representing 52 percent of the ODA commitments to the country and more than 62 percent of the total contracted ODA.
