PVG: PVG: Report on the break-down in Da Nang finished product store
Petrovietnam Northern Gas JSC announces the report on the break-down in Da Nang finished product store as below:
1. Information of the construction/project:
- Construction name: Da Nang finished product store
- Personal proprietor: Petrovietnam Northern Gas JSC
- Total investment approved: VND 402,182,105,172 (followed by the resolution No. 17/QĐ-HĐQT-KMB on 02/08/2010)
- Location: Tho Quang ward, Son Tra district, Da Nang city
- Starting date: 23/12/2010
- Work item: Water constructional works including dock, jetty breakwater, land filling.
- Constructor of water constructional works: PetroVietnam Construction Joint Stock Corporation.
2. Break-down description:
- On 09/09/2012: at 8:00 the ground of the filling area start to fall, correlative to bridge buffer part 1 & 2. At 15:00 the bridge buffer part 1 falls down.
- On 10/09/2012: At 8:00 the bridge buffer part 2 falls down.
- After that nothing happen anymore
3. Evaluation of the damage:
- There is no people damage
- Property damage: The whole bridge buffer part 1 and 2 felt down and affected the structure of the main bridge marker and embankment wall. The total damage estimated around VND 32 billions.
4. Evaluation of reason of the break-down:
The preliminary evaluation is that it rained continuously and heavily from 04/09/2012 to 09/09/2012 which led to the water absorbing into the sand and saturation, increased load, decreased sand friction that made the geology foundation slid steadily. The slide and ground extrusion affected the bridge marker and led to the break down. The previous earthquake in Quang Nam is also one of the reasons.
5. Solution:
- PVGASN has some solutions to overcome the break-down followed by the process stipulated by law.
- PVGASN postpones the construction, set 24/24 protection and safety warnings around the damage area, keeps on monitoring the situation to avoid any risks coming.
- PVGASN collaborates with insurance company- PetroVietnam Insurance Joint Stock Corporation to invite the independent verification to define the reason of the break-down, property damage to have the compensation solution, decrease the financial loss for the personal propriety.
- PVGASN collaborates with the design company to plan for the damage clearance, and evaluate detail other structures to ensure the construction progress.
6. Evaluation of the break-down effects to the business of the company:
- The climate changes as well as the unpredicted natural diseases are the reason of the break-down. When the break-down happened, PVGASN collaborated with the related parties to overcome the break-down followed by the process stipulated by law.
- The company established the break-down handling unit including the project managers. The other business department as well as administrative office work as normal.
