PTC: Explanation for late disclosure

Post and Telecommunications Investment and Construction Joint Stock Company explained the late disclosure on the dissolving Branch of Post and Telecommunication Investment and Construction Joint Stock Company from March 31, 2012 because the resolution on the branch closing (dated December 23, 2011) was far the date effective.
