PM pays working visit to Nam Dinh

Northern Nam Dinh Province should fully exploit its potential in a number of key sectors to develop sustainably.

Prime Minister Nguyen Tan Dung made the request at a meeting with provincial leaders yesterday. He specifically mentioned further development of the province's human resources, shipbuilding, mechanical manufacturing, handicraft industry and maritime economy.

Dung stressed that initially, the province needed to focus on agricultural production, aquaculture, industry and services in order to reach a GDP growth rate of more than 10 per cent. He also said the province should hold Party congresses this year.

Dung said he highly valued the socio-economic achievements the province had gained during the past five years, which reduced the poverty rate to less than 7 per cent, but said the province's economy still lagged behind surrounding provinces in the region. The province still had low per capita income and low competitiveness, which needed to be resolved in the near future.

He suggested that the province take advantage of its highly-qualified human resources to develop a high-tech industry and called on more investment for new technology in agricultural production.

The province should take advantage of domestic ports to invest in shipbuilding, and aquaculture processing and manufacturing, Dung said.

The leader also mentioned infrastructure construction at the Ninh Co Economic Zone and development of dike systems to serve agricultural production and traffic needs, which would help the province become an economic centre in the Red River delta.

During his visit, Dung inspected the progress of the Nam Dinh-Phu Ly Highway and the Dao River embankment.

The same day, he worked with leaders of northern Thai Binh Province on the implementation of this year's socio-economic tasks and the construction of a new rural model.

Dung expressed his appreciation for the achievements the province's people and authorities had made in all sectors which led to average GDP growth of more than 12 per cent in the 2006-10 period.

However, Thai Binh was still an agriculture province with low competitiveness, inefficient economic restructuring and poor application of science and technology in production, he said.

Dung asked the province to overcome its shortcomings and take drastic measures to meet the socio-economic targets set for the year, specifically 14-per-cent growth in GDP.

The province must focus on its development planning for the next five years and set specific targets to mobilise all resources for sustainable development, he said.

Dung asked the province to take advantage of its abundant human resources while efficiently applying science and technology in its industrial and agricultural production to create a breakthrough in development.

The province must also continue to reform administrative procedures in order to attract investment, especially high-tech projects, and pay more attention to solving environment pollution, he said.

The Prime Minister and provincial leaders also discussed issues related to a coal basin exploitation project in the Red River Delta, the Thai Binh - Ha Nam road project and a project to build high-level hospitals with 1,000 beds.

Earlier in the day, Dung visited Thanh Tan Commune in the province's Kien Xuong District, one of eight communes which implemented the new rural model pilot project.

He said that building a new rural model must be accompanied by indus-trialisation and moder-nisation.

The new rural model must protect the environment, have clean water and waste treatment, a transportation system, irrigation, a reduction of poor households and social evils, maintain social orders and promote people's self-reliance.
