Power cut off to 79 unlicensed City houses

Power has been cut off to 79 houses in a HCM City housing project that were built recently without obtaining building licences.

Though houses built on ‘project' lands normally do not require licences, they are needed for the Hoang Hai Residential Area in Hoc Mon District since the company is under investigation for wrongdoings.

In 2002 Ngo Quang Truong, Director of the Hoang Hai Real Estate Investment and Trading Joint Stock Company, allegedly forged documents to show that the company had paid dozens of owners for acquiring more than 50,000sq.m for the project and had officially converted agricultural land into residential land.

He also allegedly forged land-use certificates to get bank loans with the assistance of local authorities.

Truong was arrested last November for involvement in the murder of the company's former Deputy Director, Dang Xuan Si, in October.

Si had blown the whistle on his boss's alleged wrongdoings before he was killed.

As a result of the investigation, all projects developed by the company in Hoc Mon District have come under scrutiny.

The HCM City Power Company's affiliate in the district first cut off electricity to 10 households late last month after it received a list of 79 houses lacking permits from local People's Committee, said Nguyen Duc Tho, Deputy Director of the affiliate.

Chairwoman of Hoc Mon District People's Committee, Van Thi Bach Tuyet, told Tuoi Tre (the Youth) that suspension of construction and cutting off power were proper measures to cope with construction violations.

Pham Mau Manh, owner of one of the 79 houses in the project, admitted he had built his house and moved into it last December despite being asked to stop construction by the commune People's Committee a few months earlier.

His house has not had power since February 24.
