Construction project quality improves on massive scale

The Head of the Department of Construction Project Appraisal, Le Quang Hung, spoke to Thoi bao Kinh te Viet Nam (Vietnam Economic Times) about construction project quality control.

What changes were there in construction projects in the past year?

Accidents occured at 0.39 percent of the total number of construction projects last year.

The number of faulty construction projects usually ranges from 0.28-0.56 percent of the total number of construction projects every year.

As many as 90 percent of these accidents were at small housing projects.

How does this reflect the quality control of private housing projects in cities and provinces?

The State needs to control these projects more closely. The Ministry of Construction has already issued stronger regulations of vality control for the construction of private houses

What is your assessment of existing legal documents related to quality control of construction projects?

They are increasingly thorough and have enough detail to control construction project quality. They have also clearly define the responsibility of individuals and organisations in ensuring the quality of construction projects. The construction ministry developed a draft decree on construction project maintenance last year, which is expected to be issued early this year.

What are shortcomings in the quality control of construction projects?

State agencies in charge of controlling the quality of construction projects have not yet been fully established in districts and communes. The problem is compounded by overlapping in the issuance of legal documents.

Regarding quality control inspections, only 10 percent of all construction projects have been examined. Meanwhile, most projects managed by ministries or invested in by foreigners and private companies or built in industrial zones have not yet been inspected.

Organisations specialising in construction project appraisal have not yet been sufficiently established to help local governments control project quality.

Many people said the abilities of construction project appraisal centres has exposed many limitations. What is your opinion?

There have been positive changes and they are increasingly promoting their role in helping civil authority agencies control the quality of construction projects. However, these centres need to be consolidated and their operational models changed to conform to actual demand.

The public is interested in national key construction projects. How are these implemented and how about their quality?

All construction projects which began after being examined by the State council for checking and taking over of construction works last year were of good quality. They have satisfied demands in scale, capacity, use and safety.
