Land opportunities improved

City authorities are determined to offer benefits to potential investors who will use land effectively in order to resolve the problem of over-running or suspended projects, said Vice Chairman of Ha Noi People's Committee Vu Hong Khanh.

With a series of documents on land-use planning, compensation, clearance and project investment management already issued late last year, the city additionally issued a new decision last week addressing the issue of land with land withdrawals from late projects, transfers of land use, which came into effect last week.

Under the decision, overseas Vietnamese investors, artists and scientists who come back to the country for a long-term period have been added to the list of those granted land-use rights for investment or rent.

The city has also worked with the Ministry of Natural Resources and Environment to grant land-use rights to land made available for auction from withdrawn projects.

Khanh said that as regulated in the Law on Investment, in addition to some purposes for national security and defence and public use, land withdrawals also aimed to build commercial and industrial zones and luxury hotels. The land withdrawn for building commercial and industrial zones, however, would be regulated in a separate category.

Land withdrawn for urban development projects, housing and commercial centres and three-star hotels would be allocated according to the approved land-use plan and approved by the chairman of the People's Committee.

For those economic development projects in expanded areas of current urban areas or new urban areas, land allocation can also be conducted when the land withdrawal has partially or completely been carried out.

The withdrawals for the construction of commercial complexes should be clarified in the land-use plan.

Those projects using official development assistance and 100 per cent foreign investment capital which cannot invest in industrial zones will be allowed to rent land for investment, according to the decision.
