Japan to focus ODA on Ha Noi
The Japan International Co-operation Agency (JICA) office in Viet Nam has said it will give priority this year to urban development projects in Ha Noi.
The chief representative of JICA in Viet Nam, Tsuno Motonori, said loan agreements for projects to develop a new terminal at the Noi Bai International Airport and the Noi Bai -Nhat Tan Expressway would be signed in March.
"JICA is now working with the Ministry of Transport to finalise procedures and bidding process for these works," he said.
Motonori also said that JICA planned to speed up the implementation of the Nhat Tan Bridge Project (Also called the Viet Nam-Japan Friendship Bridge), an approach road for Thanh Tri Bridge, and city's Ringroad No 3.
Regarding Phase 2 of Ha Noi's environmental sanitation project which aims to fight flooding and improve the city's environment, JICA has pledged assistance for upgrading pumping stations, dredging and purify water in the inner-city lakes.
The agency is also preparing detailed design and tender procedures for construction of two railway lines, one linking Gia Lam with Giap Bat, and the other linking Nam Thang Long and Tran Hung Dao Street. These projects are crucial for upgrading urban transportation infrastructure in the capital city.
To meet the huge demand for infrastructure development in the country, in addition to the State budgets and official development assistance (ODA) loans, the Government should mobilise capital from the private sources and further explore the Public-Private Partnership (PPP) investment model, said Motonori.
He said Japanese ODA loans would be used for developing the Lach Huyen Port in Hai Phong while private enterprises would invest in machinery and equipment for the port's operation.
Construction of the HCM City-Long Thanh-Dau Giay section of the North-South Expressway started last year, and JICA would consider providing ODA loans for the Da Nang-Quang Ngai section, Motonori said.
