Da Nang eyes IT, green development

The central coastal city of Da Nang will try to retain its top spot in the country's Provincial Competitiveness Index (CPI) and turn its development focus towards advanced technologies while remaining environmentally friendly.

Chairman of the Da Nang People Committee Tran Van Minh told the Tuoi Tre [The Youth] newspaper that the city would ask big project investors to dedicate between 20 to 30 per cent of their land for growing trees.

He said this was necessary because rapid urbanisation had diminished the city's per capita green space to the lowest in the country.

In the long term, the city would save large areas of land for green spaces by developing high-rise tenement buildings, Minh said.

"We will adopt a green development model for the city," he stressed.

The city would also drastically improve its infrastructure and step up use of information technology in all services, including planning and investment promotion, he said.

"We are not developing Da Nang as a busy mega city like Ha Noi or HCM City, but a high-tech, green city that is also a tourist attraction," Minh said.

PCI improvements

Although Da Nang topped the PCI rankings in the nation for two consecutive years, Minh said the city still had a lot to do to improve its performances in some components of the index.

Pointing to city's poor performances in categories like ‘unofficial expenses', ‘land access' or ‘land use stability', he said his administration had asked relevant departments to stick to the ‘one-door' policy that links all departments in dealing with administrative procedures.

"It is the responsibility of involved departments, not applicants, to liaise with other relevant deparments to finalise all the papers and inform applicants about the results," he said.

In terms of policy transparency, Minh said that the city had just established an investment promotion centre in charge of updating the city's investment policies and projects to investors, apart from carrying regular updates on the city's portal at www.danang.gov.vn as well as on departmental websites.

The city would hold a workshop on how to improve its competitiveness this year with the participation of Dr Jim Winkler, director of the Viet Nam Competitiveness Improvement Project, Minh said.

Da Nang scored 76 on a scale of 100 points in last year's PCI evaluation, topping the list in categories like ‘market integration', ‘workers' training' and ‘flexibility'.

Explaining the city's achievements, Minh said: "We placed ourselves in the position of businesses and investors."
