NA approves socio-economic development plan 2010

The 6th session of the 12th National Assembly just approved the Resolution on the socio-economic development plan 2010, with overall targets of resuming economic growth impetus, consolidating macro-economic stability, bettering growth quality, preventing inflation, guaranteeing social security, and promoting international economic integrity and cooperation.

The NA’s Resolution places importance on three groups of norms – economy, society and environment.

Economically, the GDP will grow by around 6.5%; the added value in the agro-forestry and fisheries sector will increase by 2.8% against 2009; the industrial and construction sector about 7%; and the service sector 7.5%. The total investment capital is expected to account for 41% of GDP.

In 2010, about 1.6 million jobs can be generated, including 850,000 guest workers sent to other countries. The poverty rate will be reduced below 10% and the malnutrition rate of under-5-year-old children down to 18%.

In terms of environment, 83% of rural population will access to clean water while 45% of industrial parks and export processing zones have standard concentrated sewage treatment systems. The forest coverage will be raised to 40%.

One of the major solutions to realize the aforesaid norm is that the Government should properly evaluate domestic and international situations, so as map out plans on economic restructuring towards higher efficiency, sharper competitiveness, rapid and sustainable development.

It is necessary to mobilize different capital sources to invest in agriculture and rural areas. The State investments should be poured in poor, mountainous and disadvantaged provinces.

Another solution is to expand new export markets, reduce the export of raw products. Meanwhile, it is very essential to exploit domestic markets and encourage the consumption of domestically-made products.

To improve performance of State-owned enterprises, their equitization will be speeded up next year.

The training of high-quality human resource will be prioritized, especially managers, experts and technicians.

Administrative procedures reforms are also promoted.
