Interconnect billing project launched

The Viet Nam Telecom National Company (VTN) and Amdocs yesterday launched an interconnected billing project in the capital city.

The project is going operational one year after Amdocs and the VTN signed the co-operation contract.

It will provide software solutions to interconnected billing systems and ensure the integration of the Viet Nam Post and Telecommunications Group (VNPT) communication system and its accounting system.

This software will be expanded in the future to encompass other systems, including domestic interconnect, domestic roaming, international roaming, international VNPT’s subsidiaries, and systems between the VNPT and other telecom operators.

"This is not a really big project but it is a really important and complicated one. Before the project, our group encountered many difficulties in settling interconnected billing," said Bui Thien Minh, the VNPT Vice Managing Director.

As a subsidiary of the VNPT, the VTN and its clearing house will be the only centre to process interconnected billing data from the VNPT’s internal subsidiaries and between the VNPT and other telecoms operators.

"Initially, we set up the project by ourselves and hired some foreign billing software companies, however we encountered many difficulties and were not successful. After studying the problem, we saw that software from Amdocs was suitable and we signed a contract with them," said Luong Manh Hoang, deputy director of the VTN.

According to the VTN, both parties had to overcome technical and policy issues during the project’s implementation.

So far, the system has met all the target requirements and, for the time being, has been operating in parallel with the old system.

The VTN said it would continue to improve the accuracy of data optimisation and the speed of data processing, customising the software to meet the requirements of the VNPT.

This is the first time that Amdocs, the world-wide market share leader in telecommunication software management systems, has implemented a project in Viet Nam.
