Commodities from Laos enjoy preferential tariff

The Ministry of Industry and Trade (MoIT) has issued a circular stipulating that several commodities imported from Laos, including husked and unhusked rice of all kinds and tobacco leaves and stems will enjoy a preferential tariff rate of zero percent.

The MoIT circular specifies that Vietnamese traders will be allowed to import husked and unhusked rice of all kinds from their neighbours in Laos as part of their quotas.

For tobacco leaves and stems, only traders who have licences granted by the MoIT to import tobacco materials will be allowed to trade with their counterparts across the border.

The circular also points out that imported commodities must have certificates of origin (C/O), form S, issued by authorised Lao agencies.

This circular, which replaces the previous one, issued on February 20, will come into effect 45 days after its signing and cease to be effective after December 31 this year.
