Vietnam accused of dumping plastic bags on the US
Two American companies have accused Vietnam of dumping plastic bags on the US market, reported the Ministry of Industry and Trade on April 2.
Law firm, King&Spalding LLP, lodged the complaint with the US Department of Commerce and the International Trade Commission on March 31.
The complaints, made by Hilex Poly Co LLC and the US Corporation Superbag, are against polyethylene retail carrier bags, being imported from Vietnam, Indonesia and Taiwan.
They also allege that the carrier bags are subsidised before being shipped from Vietnam.
The bags are alleged to receive subsidises between 30.74 and 75.13 percent, fluctuating from 73.94 to 100.33 percent for Taiwan, and from 37.45 to 50.9 percent for Indonesia.
Because the US deems Vietnam a non-market economy, the complainants nominated India to calculate the dumping margin.
The ministry said that the US Department of Commerce was expected to deliver a preliminary decision in May and its final decision next January.
The department’s figures showed that the US imported bags worth about US$19.2 million from Vietnam in 2006.
This increased to US$71.8 million in 2007 and US$85.8 million last year.
Anti-dumping tariffs ranging from 0.2-77.33 percent were imposed on bags from China, 0.91-101.74 percent from Malaysia, and 0.62-122.88 percent from Thailand, in June 2003 after the three countries were accused of dumping.
