Ha Noi to aim for higher PCI ranking
The city of Ha Noi, stinging from its recent ranking of just 31st on this year's Provincial Competitiveness Index (PCI) - an annual survey of the business climate in 64 provinces and centrally-administered cities nationwide - is setting a goal to jump 10 places or more in next year's PCI, says Ha Noi Party Committee Secretary Pham Quang Nghi.
The city's goal is to climb up to 21st place or higher by next year, said Nghi.
Ha Noi has watched in dismay as it fell from 27th in last year's index to 31st this year, with declines in a number of sub-indices, including legal institutions, private sector development services, time spent on regulatory compliance and proactivity of local leadership and labour training.
The annual survey conducted on behalf of the Viet Nam Chamber of Commerce and Industry also saw the capital city pulling up the rear on one sub-index: for land access. Ha Noi ranked 64th among the 64 provinces and cities.
In a meeting last week, Ha Noi People's Committee Chairman Nguyen The Thao vowed the city would continue to address difficulties facing businesses in terms of capital and administrative procedures, increase co-operation between municipal departments and sectors and better its business and investment environment.
Forty provinces
The fourth annual PCI was based on a survey of 7,820 domestic private enterprises on a number indices relating to business or investment climate. The rated factors were ones that could be directly influenced by actions of provincial authorities.
More than 40 provinces and state agencies have used the PCI to facilitate public-private dialogue and analysis with local communities to promote competitive factors that drive economic growth. Investors also use the index as a basis for decisions about the location of new business ventures.
