SBV Governor meets with APG delegation
Governor Nguyen Van Giau of the State Bank of Vietnam (SBV) had a meeting with the delegation of the Asian/ Pacific Group on Money Laundering (APG) led by Mr. Lindsay Chan, member of the APG Secretariat, in Hanoi on November 6.
This is the first APG delegation which visits Vietnam with the aim of assessing the legal system and law enforcement of this country in anti-money laundering.
Addressing his guest, the SBV Governor said that Vietnam, as a member of the APG, has been actively complying with its international commitments. He informed that the Prime Minister has instructed to set up the Inter-Ministerial Steering Committee on Anti-Money Laundering and Anti-Terrorist Financing which consists of representatives of the SBV, the Ministry of Public Security, the Ministry of Justice, the Ministry of Finance, the Ministry of Planning and Investment, the Supreme People’s Procuracy , the Government Inspectorate, etc. This committee is considered as the initial network for anti-money laundering of the country. At the same time, he further said, the National Assembly has suggested that the Government amend the Criminal Law to include articles on the crimes of “money laundering” and “terrorist financing” in accordance with the international treaties to which Vietnam is a signatory and a party to.
Governor Nguyen Van Giau took this occasion to recommend APG to assist Vietnam in developing an institutional and legal framework and to provide technical assistance and capacity building training for staff of SBV and commercial banks in the field of anti-money laundering.
APG has planned to stay in Vietnam for two weeks (November 6-20) to complete a comprehensive assessment report on the anti-money laundering and anti-terrorist financing system of Vietnam to be publicized at the end of this year.
