Entrepreneurs – cadre for national development

Entrepreneurs play a key role in implementing national industrilisation and mordernisation. Providing them with good conditions for their business operations is a key task for the Government.

The Law on Common Investment and the Unified Enterprise Law have come into effect, thus boosting the development of all forms of business operations in terms of both quality and quantity. At present, Vietnam has more than 300,000 private businesses, 3 million house-hold businesses, 15,000 co-operatives and nearly 12,000 farms, which are operating like businesses.

The strong development of the business community goes hand-in-hand with the development of Vietnamese entrepreneurs. Over the past years, entrepreneurs have contributed greatly to Vietnam’s socio-economic development and helped the country integrate into the region and the world.

Speaking at a national conference to honour outstanding entrepreneurs in 2008 held in Hanoi recently, Prime Minister Nguyen Tan Dung highlighted entrepreneurs’ important role in the country’s industrialisation and modernization process. He pledge to create more favourable conditions for businesses and entrepreneurs to develop and considered this as one of the Government’s key tasks.

After 20 years of Doi Moi (Renewal process) businesses and entrepreneurs have made remarkable contributions to the country’s common development. With an average economic growth rate of 7-8 percent per annum and high export turnover, Vietnam’s position has been raised in the international arena. In particular, in the current context of high inflation rate and strong fluctuations in macro-economy, businesses and entrepreneurs have significantly contributed to ensuring sustainable economic development and social stability.

PM Dung stressed that the GDP growth rate of 6.5 percent in the past nine months was a positive result, which is attributed to great efforts by the whole political system and the business community.

However, he said the number of businesses in Vietnam is still modest. It is not an easy task to develop Vietnamese entrepreneurship in terms of both in quantity and quality so as to meet the requirements of the integration process.

According to Prof. Dr. Hoang Van Hoa from the National Economics University, building mechanisms for a socialist oriented market economy and creating an equal and healthy competitive environment are key factors in boosting the development of the local business community.

Mr. Hoa said that to fulfill this task it is necessary to improve the capacity and efficiency of State management and to renew State management functions in line with the modern market economy. State-owned enterprises join the market on an equal footing with others and operate according to competitive regulations. Discriminatory treatment between private and state-owned economic sectors must be removed. The State will accompany with businesses and businesspeople in the process to make the national economy more prosperous. State management agencies collect businesses’ opinions to devise suitable policies to encourage businesses to take part in making the Party and State’s decisions.

Chairman of the Vietnam Chamber of Commerce and Industry (VCCI), Vu Tien Loc, said that one of key tasks for building a strong business community is to pay more attention to training. The weak point for most businesses is the limited qualifications of managers. Most managers have not taken training courses on business administration. Even qualified managers have not been equipped with basic business administration know-how. They mainly go from their own experience. Therefore it is necessary to improve qualifications for business managers.

The State should have a strategy to further promote the business community and create a social, legal and culture environment to encourage entrepreneurs to maintain forward drive in developing their businesses.

The national industrialization, modernization and international integration process needs determined, active, yet kind-hearted entrepreneurs who are able to stand firm amid fierce competition, generate jobs and contribute to the national construction effort.

To help entrepreneurs operate in the new arena, the State should create a good environment for them to perform their role as a key force in the process of national construction and development.
