Electronic customs procedure deployed slowly in HCMC
Most businesses in Ho Chi Minh City involved in the electronic customs procedure complained about poor connections to the servers of the customs department, according to a summing-up conference held here.
The piloting electronic customs procedure system initiative was launched in the city in 2005 and enrolled 256 businesses. However, there are 204 of those officially transacted customs procedure through the online system. Many of them said the electronic procedure is incomplete, causing the process to break because some steps in the procedure must be done in an “offline” operation.
“Why is there not any electronic connections between the State Treasury Office where we paid taxes and the customs department to prevent customs officers from arriving at the office to collect tax paid receipts?”, said Nguyen Hoanh Hoa, Vice General Director of Saigon Industry Corporation.
Nguyen Ha Phuong, who is responsible for customs procedures of dairy-produce maker Vinamilk, said Vinamilk’s goods are often delayed in customs clearance due to a poor electronic connection to the system of the customs department.
“We have to wait one or two days for the recovery of the servers as they come to a crash”, he added.
Deputy Chief of Ho Chi Minh City’s Customs Department, Tran Ma Thong, alleged that the poor IT infrastructure of the country is a major reason for the obstruction. The department will focus on improving the weaknesses and expanding a variety of businesses to be involved in the electronic customs procedure in the next phase of the pilot initiative, he added.
The Deputy Chief also revealed that the department is considering a plan to allow private businesses to offer services of the electronic customs declaration procedure, which is popular in many countries around the world
