Gov’t speeds up transport work

The Government is speeding up the fund disbursement and the implementation of various transportation projects, according to a senior official.

At a meeting with various agencies on Monday, Deputy Prime Minister Hoang Trung Hai said that the Government called on ministries and agencies to streamline the procedures for construction investment and site clearance compensation.

Hai urged construction companies to enhance their capacity to mobilise and use capital, instead of seeking out favourable policies from the Government.

The Ministry of Transport was asked to step up the planning and strategies for transport development to facilitate mapping out new transportation projects.

According to the ministry, so far this year, only 38.9 percent of work on State-funded transportation projects has been completed, with 38.8 percent of fund released.

Overall, 43.3 percent of projects with capital from State bonds have been completed, while 46.3 percent of the funds disbursed.

Total capital from loans and non-State sources exceeded 1 trillion VND (60 million USD).

The Ministry of Transport wants all the money from the State budget slated for these projects, some 8,688 billion VND (526 million USD), to be released by the end of the year.

Officials are also keen on speeding along Build-Operate-Transfer (BOT) transportation projects, including major ones such as the Rach Mieu Bridge , the HCM City-Trung Luong Highway , a project to dredge 42-km of waterway, a project to upgrade 65 km of national highway, 8.8 km of bridges and 13,500 km of rural roads, and the construction of the Dong Hoi Airport .

From 2009 to 2011, construction for 37 major transportation projects with a combined capital of more than 13 trillion VND (790 million USD) from the State budget is scheduled for completion.

The transportation sector will disburse 34 trillion VND (2 billion USD) from State bonds and 20.8 trillion VND (1.2 billion USD) from official development assistance (ODA) loans.

In 2009, 630 km of roads and 9,800 metres of bridges will be upgraded and 75 km of waterways dredged. Meanwhile, renovation and expansion packages are slated for Lien Khuong Airport in Lam Dong province and Vinh Airport in Nghe An province.
