The PM assigned the task to the Ministry of Transport which will be responsible for urging seaport enterprises to make greater efforts, consider and renew operational schedules, take measures to practice thrift and at the same time speed up the process of cargo unloading in seaports to avoid cargo jams at seaports.
The Ministry is also assigned to establish an interdisciplinary working group to inspect and collect information on collection of fees at seaports and make proposal on abolishing unsuitable fees to the government for consideration.
The Ho Chi Minh City authorities are requested to take measures to settle land traffic jams, especially in the areas near seaports and key cargo transport routes.
The Ministry of Finance and the Ministry of Industry and Trade and other relevant agencies consider administrative procedures relating to import-export management, customs and fees at seaports and propose adjustments to streamline administrative procedures so as to facilitate import-export activities and customs clearance at seaports.
The Vietnam Chamber of Commerce and Industry is asked to co-ordinate with relevant agencies to soon establish a Vietnam Association of Cargo Owners this year so as to help resolve issues relating to import-export activities and project the legitimate rights of Vietnamese cargo owners.
