ODA disbursement makes progress
Vietnam in the first six months of 2008 had 1.1 billion USD of official development assistance (ODA) disbursed, the Ministry of Planning and Investment (MPI) has reported.
The figure, equal to 58 percent of the country’s yearly plan, included 970 million USD in ODA loans and 130 million USD in non-refundable aid.
The MPI said Vietnam ’s disbursement rate was lower than the average rate in the region but better than the country’s performance in previous years.
The high rates of ODA capital disbursement were seen in power, transport, agriculture and rural development fields.
The MPI forecast the country’s ODA capital disbursement would exceed 2 billion USD in 2008, including 1.75 billion USD in loans and 250 million USD in non-refundable aid.
In the past six months, Vietnam and donors signed ODA agreements totally valued at over 1.31 billion USD, including nearly 1.22 billion USD in loans and 96 million USD in non-refundable aid.
The country is expected to sign ODA agreements worth 1.34 billion USD, including 1.19 billion USD in loans, in the remaining months of 2008, the MPI said.
The large ODA-funded projects include a 100 million USD Vietnam-Sweden frame agreement on development cooperation, and the 6th Poverty Reduction and Support Credit Programme with fund of 170 million USD pledged by the World Bank and several foreign countries.
Others are projects to develop transport infrastructure in Hanoi and the Mekong delta region with funds of 100 million USD and 150 million USD, respectively.
