It’s difficult to develop hi-tech agricultural areas
About 10 provinces and cities are planning to develop high-tech agricultural zones, but they are facing too many difficulties in implementing the plan.

Reasonable policies lacking
The representatives of agricultural departments of Hau Giang, Ninh Thuan, and Nghe An all admitted at a recent conference that they have got puzzled with the plan to develop the agricultural zones which apply high technologies
Nguyen Van Dong, Director of the Hau Giang Department for Agriculture and Rural Development, said that the government has approved the provincial plan to develop hi-tech agricultural zone which covers an area of 5200 hectares. Of this area, 400 hectares have been used to develop a hi-tech agricultural zone, while the other 4800 hectares are the area for applying the high technologies. The project has the total investment capital of 2400 billion dong.
However, Dong said, his department has just finished the compilation of the project, while it is still unclear when the project would be implemented, because of the complicated procedures.
“Hau Giang is the first province that applies the model. While the Government has given the nod on the model, it has not set up supporting policies. Therefore, we still cannot call for investment capital,” Dong said.
Nguyen Duc Thu, Director of the Ninh Thuan provincial Department for Agriculture and Rural Development, said that the province considers high technologies as one of the six key factors for the development of local economy. Therefore, the local authorities have sent staff abroad to learn about the models of high-tech agricultural zones.
“However, we have got puzzled because we do not know which model to apply. Most of the models need huge capital and modern technologies,” Thu admitted.
Nguyen Van Lap, Deputy Director of the Nghe An provincial Department for Agriculture and Rural Development, said that besides the two milk cow farms applying high technologies, Nghe An has finished the compilation of the project on applying high technologies on 10,000 out of the 30,000 hectares of sugar cane, 7000 out of 12,000 hectares of tea.
However, Lap admitted that the project just remains on paper, while he and his colleagues still cannot imagine what they would have to do to turn this into realistic. “We are still awaiting the guidance from the Ministry of Agriculture and Rural Development,” Lap said.
According to the three senior officials, though many provinces have the plans to develop hi-tech agricultural areas, but there has not been an overall plan on such agricultural area development. As a result, local provinces now find it very difficult to draw up the development plans.
Labor force lacking as well
“In order to develop the hi-tech agricultural zone, Hau Giang needs at least 20 masters and PhDs, but we still do not know where to find out the PhDs,” Dong said.
The same situation is being faced by Ninh Thuan province. According to Thu, under the Decision No 176, the Ministry of Agriculture and Rural Development takes the responsibility of training laborers for the hi-tech agricultural zones. Therefore, Thu has urged the ministry to kick off the plan to support the provinces with hi-tech agricultural zones, so that the localities can have sufficient labor force and can retain qualified officers.
The HCM City Management Board of the Hi-tech Agricultural Zone has admitted that due to the unreasonable preferences applied to the officers in the zones, two PhDs once came and then left just after a short time.
