Business associations need closer ties with State, says chamber

Improved legal frameworks and closer co-operation between business associations and State authorities are necessary to enhance the roles of associations, according to Viet Nam Chamber of Commerce and Industry chairman Vu Tien Loc.

Over the past years, domestic associations together with relevant ministries, sectors and craft associations have actively engaged in the process of building laws and economic policies and served as a bridge for businesses to deal with pending issues.

However, the role of associations in encouraging their members to conquer the domestic market remained modest. Most associations had called on members to improve the quality of their products and to reduce prices rather than advising them to study market demands in order to offer suitable products and services, Loc said.

Huynh Van Minh, Chairman of the HCM City Business Association, outlined insignificant influences, limited finances and staff resources as major difficulties facing local business associations.

He called on the Government to quickly prepare the Law on Associations to better facilitate the operations of local business associations, and to call for more sufficient assistance in terms of capital and personnel training.

Meanwhile, Hoang Quang Phong, Manager of the association office under the VCCI, said that associations themselves had to take initiative in improving their internal capacities to better deal with legal risks and market fluctuations.

If business associations failed to offer their members suitable direction or timely assistance, they would lose members' faith, Phong noted.

He added that the chamber this year would continue to give support to the development of new business associations in Quang Tri, Quang Ninh, Quang Binh, Binh Dinh and Phu Yen, as well as to several new sector associations.

It would also ask the Government to build up the programme on improving the capacities of local business associations as well to as create proper conditions for the associations to add their voices to the drafting of the law.

The country is currently home to 300 business associations and enterprise clubs.
