Car owners to shoulder extra fee

Apart from over 10 taxes and charges currently imposed on cars of less than seven seats, the Ministry of Finance is considering collecting a fee on fuel consumption tests from manufacturers, assemblers and importers.

The ministry has submitted a draft circular on charges and fees for fuel consumption tests, emission tests and energy label issuance, which will replace Circular 195/2011/TT-BTC which guides collection, payment, management and use of the fee on emission tests on vehicles produced, assembled or imported.

This is not new as there is a circular specifying collection and payment of the charge on emission tests for locally-made or imported cars and motorbikes. It just adds regulations on fees and charges on fuel consumption tests and energy label issuance for autos of less than seven seats. Manufacturers and importers will pay these charges when taking cars to Vietnam Register facilities for checks on fuel consumption or for energy labeling.

Companies will pay a VND16 million fee for fuel consumption examination but the fee will rise to VND16.5 million for diesel vehicles.

A representative of the Ministry of Finance told the Daily that producers and importers would pay these fees for Vietnam Register facilities before they launch autos on the market.

There is a high possibility that producers and importers will add the fees to selling prices.

At present, three taxes are imposed on imported autos, namely import tariff of 50-82%, special consumption tax of 30-50% and value added tax of 10%.

In addition, the registration fee ranges from 2% to 15% and the number plate issuing fee from VND2 million to VND20 million.

The inspection fee is VND240,000-560,000 per vehicle and technical safety certificate issuing fee VND50,000-100,000.
