Approving the resignation of Mr. Vu Van Thao as Chairman of
the Board of Directors, according to the resignation letter dated October 01,
2012.

Approving the resignation of the following people from the
Board of Directors:

Mr. Vu Van Thao – Chairman of the Board of Directors.

Mr. Dang Van
Ky – Member of the Board of
Directors.

Electing the following people to the Board of Directors:

Mr. Ngo Van Phuong replaces Mr. Vu Van Thao as Chairman of
the Board of Directors.

Mr. Nguyen Quang Hai replaces Mr. Dang Van Ky as Member of
the Board of Directors.
