The signing came after the Ministry of Energy and Mines gave its agreement to the project on January 10.
Speaking at the signing ceremony, EDL representative Mr Komonchanh Phet-asa said EDL had given the green light to IETL to conduct a study on technol ogical, financial, social and environmental aspects of the substation, as well as a project development fund and interest rate.
The MOU will run for 12 months and can be extended if IETL has not completed the study by that time. IETL will be responsible for the cost of the feasibility study.
Mr Komonchanh said the 115/22kV substation was planned for Vientiane province because of the growing demand for electricity in the area, especially in Kasy and surrounding districts.
EDL Managing Director Mr Sisavath Thiravong said the project was significant in boosting the supply of electricity supply in this region.
The electricity generated would come from the Nam Sana hydropower plant. The planned substation would also supply electricity to Phou Khoun district in Luang Prabang province.
