SBV branches required to make payment reports in their locations.
The State Bank of Vietnam (SBV) issued Document No. 5393/NHNN-TT on July 12 to require SBV municipal and provincial branches to report settlement operations in their locations.
Accordingly, to perform the SBV’s function of the state management on payment operations and monitor payment systems in the economy, and to obtain data for the analysis and evaluation of the payment operations in the first 6 months in 2011, SBV required SBV municipal and provincial branches to make reports on settlement operations in their locations as follows: overall assessment of settlement operations in their locations; assessment of payment systems (Clearing payment, interbank electronic payment), individual and consolidated settlements , and bilateral electronic payment of commercial banks and other payment operations such as payment via SWIFT, cross-border payment (If any) in accordance with such criteria as (i) performance and operational results (With specific data on the quantity and value of transactions); (ii) stability and safety (Risks, shortcomings, technical problems,…); and (iii) evaluation of the players of the payment system .
Additionally, SBV municipal and provincial branches should make assessment of the quality, safety and security of ATM operations in the locations; compile statistics of payment operations, including transaction data of each payment system in their locations in the first 6 months of 2011, and payment transaction data via accounts of payment service providers in the first six months of 2011 . T he SBV branches are also required to report all the problems, and make recommendations and assessment of settlement operations.
SBV municipal and provincial branches are required to send their reports to SBV head office before July 19, 2011.
