Public property management in the first half of 2011: Optimistic result
The ministries, industries and localities have seriously followed the decision to halt buying new cars, air-conditioners and office equipment.
According to MOF report, in the first 6 months of 2011, the public property management has achieved optimistic result contributing to the implementation of the Governmental Decree No. 11 on inflation control, stabilizing the macro economy and assuring the social security.
Particularly, MOF has released documents guiding the ministries, industries and localities to halt buying new cars, air-conditioners and offices equipment in light of the Decree. Up to now, on a general basis, it has been seriously followed.
Besides, it is necessary to push up the rearrangement of state-owned houses and lands focusing in Hanoi and HCM city; houses owned by central authorities like law court, judiciary, finance, police force etc. This will provide the important financial source to build, renovate, and improve the office buildings or enterprises. The advantaged pieces of land should be assigned for public benefit businesses and buildings like school, hospitals in order to enhance the appearance of the cities.
About the properties of the ended projects, mainly receiving ODA and other countries’ fund, in the first 6 months of 2011, MOF has agreed with other ministries, central authorities and localities to handle 113 cars worth 97,308 billion VND (the residual value is 90,392 billion VND); 52 motorbikes with the original cost of 1,2228 billion VND. These vehicles were transferred to the state offices to use in their demands. This helped to reduce the state budget expenses and better serve the operation of these offices.
MOF has been perfecting the land use policies (building the Circular to guide the implementation of Decree No. 120/2010/ND-CP dated 30/12/2010 adjusting and supplementing decree 198/2004/ND-CP about land-use fee and decree 121/2010 dated 30/12/2010 adjusting and supplementing Decree No. 142/2005/ND-CP about land rent). These guides give instructions to handle the situations arisen when dealing with land and water surface fee of use or rent at different ministries, industries and localities.
