HCM city fails to revoke licences for public land
At least 66 public land plots that were supposed to be revoked are still not returned to authorities, according to the HCM City Finance Department.
Since the Prime Minister's decision to strictly manage the use of State land issued in 2002, the city has revoked land-use right licences of 207 land plots, and sold or transferred the rights as well as changed the purpose of use for 1,455 land plots.
The move has helped the city collect VND16,000 billion (US$821 million).
However, the volume of public land that still needs to be revoked is still significant, the department says.
The municipal Housing Management Board has put 13 land plots with primary positions on its "black list", and asked the municipal People's Committee for assistance.
The plots include one in District 1's Mac Dinh Chi Street that is being used by the VinaCam Joint Stock Company.
The land was formerly allotted to the Agriculture Materials Company. However, the company then used the value of the land to contribute to the VinaCam Joint Stock Company.
A plot in District 3's Tran Quoc Thao Street is being used for karaoke services by the HCM City Electrical Engineering Joint Stock Company.
The People's Committee has asked the company to change its purpose of use, but the latter has done nothing.
The District 8 People's Committee also reports that the district still has 33 depots and storage sites being used for the wrong purpose, eight of which were to be revoked by the municipal People's Committee.
However, the district authority has been unable to realise the revocation decision.
To accelerate the process, People's Committee Vice Chairman Nguyen Thanh Tai recently worked with departments of Natural Resources-Environment, Finance, Justice, and Planning and Investment, and the municipal Housing Management and Trading Company to count the number of units that show signs of violating land-use regulations.
Information on the violators will be given to governing bodies.
If the governing bodies did not take proper measures to settle the cases, the municipal People's Committee must be informed so the revocation could be done on a timely basis, Tai said.
Party Secretary Le Thanh Hai has also urged relevant agencies to take more drastic measures to settle violations of State land-use regulations. He said the revocation of these plots aimed to minimise the waste or improper use of land.
