Ministry, department provide contradictory information, real estate buyers suffer

The contradictory information provided by the Ministry of Construction (MOC) and the Hanoi Planning and Architecture Department (HPAD) has made hundreds of buyers of the apartments at Kim Chung-Di Trach project feel anxious.

Several days ago, HPAD dazed hundreds of people when releasing the sudden news that the construction of 16 apartment projects will be forced to halt. However, MOC has immediately corrected the news, saying that the information about the interruption of the project implementation is inaccurate.

The Kim Chung-Di Trach new urban area is one of the 16 projects, developed by Vietracimex, a trade and construction corporation. The project is expected to cover an area of 138.17 hectares in Hoai Duc District in Hanoi, including high-grade apartments, trade centers and offices, semi-detached houses, hospitals, nursery schools and general schools.

Vietracimex said that to date, 400 clients have registered to buy villas and semi-detached houses of the project under the mode of capital contribution contracts.

According to HPAD, the project construction must be stopped because relevant agencies, after examining the project, have found out that the project lacks necessary infrastructure items. In particular, the project is still lacking about two hectares to build nursery school and general schools.

Besides, the project was approved by the former Ha Tay provincial authorities, and there have been some changes after Ha Tay became a part of the expanded Hanoi.

Vu Tuan Dinh, Deputy Director of HPAD, confirmed that the information about the project interruption is completely accurate information and that the department has every legal reason to say this.

Meanwhile, Deputy Minister of Construction Nguyen Tran Nam has denied the information, saying that MOC and the Hanoi People’s Committee have not released any official legal document on the examination of the projects. Nam stressed that since the Hanoi overall programming has not been approved, relevant agencies still have no grounds to order to halt the implementation of the projects.

The information about the project interruption has made a lot of buyers who spent money to purchase the apartments of the project, feel anxious. They tried to contact Vietracimex’s office at No 201 Minh Khai Street in Hai Ba Trung district, requesting explanations of why the project was stopped.

V, a real estate investor, said he luckily has sold a land plot at Kim Chung-Di Trach project at 33 million dong per square metre. “I needed money to make payment for the land plot I purchased on Van Khe area, so I had to sell the land plot,” he explained.

However, other investors are not as lucky as V. Minh Anh, an investor, related that he paid 900 million dong to buy a land plot there in July 2008, and he was stunned by the news that the project implementation will be interrupted. “Management agencies and the real estate developer have the responsibility of giving accurate information to buyers. The information is so contradictory, who should we listen to it?,” he questioned.

Tien Manh, another investor said that investors must hear explanations as to why the project implementation must stop. “There must be sound reasons and there must be reasonable compensation for buyers,” he said

“If management agencies do not clarify the information, real estate investors will suffer,” he added.

Meanwhile, the representative from Vietracimex has affirmed that the corporation has not received any noticifcations about the interruption of the project, and that the project is still under construction.
