Ministries surprised to receive bad grades

The news that ministries received low grades for their ability in law-building and implementation from the business community has not surprised the public. However, some ministries admit they were surprised and saddened the news.

* Ministries receive low grades from business community

All the ministries received low grades. Among the 14 ministries, about which the Vietnam Chamber of Commerce and Industry (VCCI) asked for opinions from the business community, the Ministry of Industry and Trade led with 6.13/10 marks, while the Ministry of Health held the bottom position with 4.66 marks. Two other ministries fell below five, the “average” mark.

Though opinions still vary about the survey methods, the results correspond with those conducted some time ago by the Central Institute of Economic Management (CIEM), the Young Entrepreneurs’ Association and international organizations. These show the real quality of government agencies’ activities.

According to VCCI, ministries have made great improvements in “building laws,” but none could obtain high marks, because they are not really attentive. They fail to listen to the public and business community to make improvements.

In terms of attentiveness, VCCI ranks the Ministry of Industry and Trade in the top spot, followed by the Ministry of Planning and Investment and Ministry of Finance. Meanwhile, the State Bank of Vietnam has been ranked fourth.

VnExpress quoted an official from the Ministry of Finance as saying that he was surprised with the results. He revealed that late last week he read about this, but he has no official information yet. He claimed that his ministry will consider the survey results thoroughly, so that they can improve

Governor of the State Bank of Vietnam Nguyen Van Giau remarked last week that he still did not know the assessment method and criteria of the survey, so, he still could not comment.

Meanwhile, a Ministry of Industry and Trade leader noted that the assessment is a good information source to reveal the good and bad points of the ministries.

Le Duong Quang, Deputy Minister of Industry and Trade, thinks the VCCI rankings are reasonable. “This is really a big encouragement for our ministry, because our ministry ranks Number 1 in some indexes,” Quang observed.

The officers of the survey’s secretariat claimed that, when they came to one ministry, they heard from an official that the minister, during his two office terms, has never come to its legal department.

The legislative body also has a bad impression of the process of law-building by the ministries. Dang Van Thanh, former Deputy Chair of the National Assembly’s Finance and Budget Committee, related that, at one meeting of the National Assembly’s Standing Committee, a representative of a ministry presented a legal draft, claiming the ministry had consulted with the National Assembly.  But the chair of the meeting immediately denied this, saying that he had not received any document on the issue.

Tran Huu Huynh, Deputy Secretary General of VCCI, commented on the afternoon of September 8 that VCCI sent the survey’s result to the 14 ministries. “We are ready to receive replies from the public and ministries,” Huynh stated.
