Projects need efficient funding
Prime Minister Nguyen Tan Dung called on ministries and local authorities to reassess their plans for State budget allocation for construction projects to make sure funds were being used in the most efficient way.
Instructions issued by the Prime Minister urged relevant ministries and authorities to reassess the allocation and report their plans on disbursing development investment from the State budget and Government bonds.
"Only projects that pass the requirements on investment procedures are eligible to receive funds," said the Prime Minister.
He appealed for tighter inspection and control of projects to speed up construction as well as capital disbursement.
Inter-agency working teams composed of Government inspectors, representatives from the Ministry of Planning and Investment and Ministry of Finance will inspect the operations of key projects which were mainly funded by the State budget and foreign aid, particularly projects related to irrigation, health care and education.
The Prime Minister said site clearance should be the main focus of efforts to streamline projects, while localities should utilise funds accumulated from auctions of land-use rights to compensate people displaced by construction work and ensure adequate resettlement.
Commercial banks were required to mobilise enough funds to lend to projects that are funded by the State budget in accordance with the capital structure provided in credit contracts.
The Prime Minister also asked for transparency in management and utilisation of development investment, particularly from the State budget and Government bonds. Provisions on supervising and assessing investment should be properly followed.
The Ministry of Information and Communication was instructed to direct the media not to publish misleading stories that have not been properly investigated and could result in a negative impact on the mobilisation of investment funding.
