Donors focus on agricultural and rural development
Official Development Assistant (ODA) for agriculture and rural development dominated a conference held in Hanoi on October 28 by the International Support Programme (ISG), a division of the Ministry of Agriculture and Rural Development.
The conference discussed ways of attracting ODA, analysed the role of ODA in agriculture and rural development during the 1993-2008 period, proposed measures and policies for carrying out projects and made plans for future.
The Minister of Agriculture and Rural Development, Cao Duc Phat said that ODA plays an important role in agricultural and rural development. In the reviewed period, ODA for agriculture and rural development reached US$5.5 billion, accounting for 40-50 percent of all projects managed by the ministry. Mr Phat said he hoped the country would receive more support from donors in the future.
The World Bank’s country director for Vietnam, Victoria Kwakwa praised Vietnam’s agricultural restructuring, which has helped the country to record great achievements in poverty reduction in recent times and confirmed that agriculture and rural development remains a top priority for international donors. Mrs Kwakwa added that Vietnam is using ODA effectively, despite the slow disbursement of capital for several projects.
The agricultural sector is striving to improve the living standards of rural residents, especially poor families, develop the infrastructure to achieve a stable and sustainable development. It will also manage and use resources sustainably and effectively, improve productivity and the competitive edge of domestic farm products and provide training and technology transfer for farmers.
Participants in the conference also discussed a five-year plan for agricultural development (2010-2015).
