Electricity suppliers threaten to cut power, IZ in pandemonium
Some 60 enterprises with headquarters in Hiep Phuoc Industrial Zone in Nha Be district, HCM City have become alarmed since hearing the information that the electricity supplier intends to cut the IZ’s power.
Hiep Phuoc Power Company (HPPC) has announced it will cut power from July 25-28 to serve the execution of the 220KV Nhon Trach-Nha Be power line.
The whole IZ will die
The latest notice sent by HPPC to enterprises in the IZ on July 8 said that the time of the power cut would be reduced to four days instead of one week. However, even the shorter period has not satisfied enterprises in the IZ which have demanded that HPPC provides electricity uninterruptedly to ensure the continuous production of enterprises.
According to HPPC, due to the prolonged execution of the 220KV Nhon Trach-Nha Be line, it needs to cut power from the 110KV power line from Hiep Phuoc power plant to Hiep Phuoc IZ, Tan Thuan Export Processing Zone and Phu My Hung urban area.
Meanwhile, Pham Quoc Bao, Deputy Director of HCM City Power Company, has affirmed that HPPC does not need to cut power while executing the power line from Nhon Trach to Nha Be.
Hiep Phuoc Power Plant is now selling electricity directly to Hiep Phuoc IZ, Tan Thuan EPZ, Phu My Hung urban area and Electricity of Vietnam group. However, Hiep Phuoc IZ relies solely on HPPC.
“If they (HPPC) stop providing electricity, we will die,” said the director of an enterprise in the IZ.
According to the Hiep Phuoc IZ Development Company (HIPC), it has had working sessions with HPPC since July 10, asking it to generate additional charge in order not to interrupt the supply of power.
HIPC has cited a lot of economic damages to occur if power is cut: enterprises will be late in delivering exports, workers will have to stop working while enterprises still have to pay them; water treatment systems will also be affected.
A lot of enterprises in the IZ have sent petitions to relevant agencies to complain about the power cut plan and ask for intervention.
While explaining to the HCM City Management Board of Industrial Zones and Export Processing Zones (Hepza), Zhang Yin Fu, General Director of HPPC said that HPPC has three power generation units, which use FO oil. The required minimum additional charges of one unit should be 55 MW to ensure safe operation. Meanwhile, the additional charges of Hiep Phuoc IZ are just 10-20 MW.
However, according to Doan Hong Tam, Deputy General Director of HIPC, HPPC’s argument about the low total additional charges which cannot safely operate one power generation unit are unconvincing.
Tam believes that HPPC wants to cut the power for Hiep Phuoc IZ because it fears losses if it continues generating power for Hiep Phuoc IZ only.
Tam said that HPPC is not acting fairly in the deal, as enterprises are now purchasing power directly from HPPC at prices higher than the levels stipulated by the state.
Hepza has asked the HCM City People’s Committee to intervene by asking HPPC to provide enough electricity for enterprises.
Ngo Anh Tuan, Deputy Head of Hepza, has asked for discussion of the issue of electricity security for the Hiep Phuoc IZ, since HPPC, a foreign-invested enterprise, is now the only electricity provider for Hiep Phuoc.
