Goods to flow through local border crossings
Goods will be allowed to pass through all local border gates outside border economic zones, under a new rule issued by the Ministry of Industry and Trade.
Circular 13/2009/TT-BCT, issued on June 3, allows imports and exports to pass through all local border gates and temporary border crossings with customs officials, border guards and quarantine facilities.
Export of minerals and other natural resources must have permission from the People’s Committee chairman of the province in which the border crossing is located, consistent with the Ministry of Industry and Trade regulations.
The circular would recognise and facilitate trade practices that have long taken place among people living in the border areas, said the head of the ministry’s mountain trade department, Tran Bao Giam.
Temporary border crossings could include waterways or land crossings and would be allowed to operate for some months or some years depending on local conditions, Giam said.
The regulation asks provincial People’s Committee chairmen to send a list of their local border gates and temporary border crossings to the ministry and publicise the list to relevant trade organisations and enterprises, Giam added.
The circular would take effect within 45 days of its issuance.
